From this report the chapters relating with the decision making process of a policy change from the principle that each prefecture should manage its own settlement and ship emigrants there from the prefcture, to the principle that the Federation should centrally manage all of the settlements and settle there also Japanese already resident in Brazil as well as Brazilian, and the subchapter relating with the purchasing land process are excerpted.
