In the agreement between the Kokoku Colonization Company and the State Government of São Paulo, there was a clause describing that the company should make the State Government construct a colony for the immigrants, who could buy lots in the colony. But no colony was constructed and this clause was removed from the 2nd agreement between the Kokoku Colonization Company and the State Government.
