In Japan, the Act on Promoting Improved Reading Environments for the Visually Impaired (Reading Barrier-Free Act) was enacted in June 2019 to enable all people to benefit from written and printed culture through reading, irrespective of any disability. At present, a number of national organizations, including the National Diet Library (NDL), municipal governments, libraries, and publishers are working to implement barrier-free reading environments.
The NDL has invited Mr. Jang BoSeong from the National Library for the Disabled (NLD) of the Republic of Korea to give a lecture on 23rd March.
The NLD was established in 2012 under the jurisdiction of the Chief Executive of the National Library of Korea as the successor to the former National Library Support Center for the Persons with Disabilities, which was first established in 2007. As of 2020, the NLD now falls under the jurisdiction of the Minister of Culture, Sports and Tourism, which has strengthened the organization's independence and operation.
The NLD is currently responsible for formulating and overseeing service policies for patrons with disabilities at libraries throughout the Republic of Korea, including the production, collection, and provision of easily accessible materials as well as the standardization of e-book accessibility in response to rapidly changes in both the reading environment and the needs of patrons with disabilities.
During his lecture, Mr. Jang will report on the NLD's efforts to lead the Korean library community in providing services to people with disabilities. We look forward to you joining us for this timely and informative lecture.

Mr. Jang joined the Ministry of Culture, Sports and Tourism (MCST) of Republic of Korea in 2007. He worked at the Library Policy Division of the MSCT, and then at the National Library Support Center for Persons with Disabilities of the National Library of Korea. Currently he serves as a deputy director of the Material Development Division of the National Library for the Disabled .
