Description

Graduated from the Faculty of German Law of the Imperial University of Tokyo in 1920. He joined the Ministry of Agriculture and Commerce and served as the director of the Livestock Industry Policy Division, Livestock Industry Bureau, and director of Administration Division of the Forestry Affairs Bureau, among other posts. After serving as the fourth director of the Planning Agency, he was appointed as Vice-Minister of Agriculture and Forestry in 1941. He was elected a member of the House of Representatives in 1942. He served as the director-general of the Cabinet Legislation Bureau concurrently with Chief Secretary of the Cabinet in the Koiso Cabinet in 1944. After the war, he was elected a member of the House of Representatives in the general election of 1952 and was consecutively elected five times until the 29th general election. He was appointed Minister of Agriculture and Forestry in the second Kishi Cabinet in 1958. He served as the chairman of a policy committee the Japan Reform Party, secretary of general affairs of Nihon Minshu-to (Japan Democratic Party) as well as that of the Liberal Democratic Party.
