A government official of the Home Ministry, statesman. After graduating from the Law College of the Imperial University in 1896, he joined the Home Ministry and served as a sanjikan (councillor). He held positions including the governor of Ishikawa Prefecture, Miyazaki Prefecture, Kanagawa Prefecture, and Hyogo Prefecture. In 1922, he was appointed the Inspector General of Political Affairs of the Government-general of Korea. After that, he served as the mayor of Yokohama and made efforts toward reconstruction after the disaster of the Great Kanto Earthquake. He was made a member of the House of Peers by imperial command in 1930. He also served as the Director of the Yokohama Chamber of Commerce, the vice-president of the Japan Chamber of Commerce and Industry and the executive director of the Japanese Red Cross Society.
