Medical scientist, statesman. In 1862 he entered Juntendo in Sakura to study medical science, where he was mentored by Sato Takanaka and Matsumoto Jun. He became a junior assistant professor at Daigaku Toko (later, the University of Tokyo Faculty of Medicine) in 1876. In 1878, he established the private medical school Saiseigakusha and made efforts to train medical students. During this period, he was elected a member of the House of Representatives in the first general election held in 1890, and was consecutively re-elected for two more terms. He made contributions to public health administration and served as the director of the Sanitary Affairs Bureau of the Home Ministry and as a Chuo Eisei Iin (a member of the Sanitary Affairs Committee).
