Judicial official. He began working for the Meiji Government in 1869, and accompanied ITO Hirobumi to research the European court system in 1882, before becoming a vice-minister of justice in 1886. In 1890, he was appointed prosecutor-general at the Daishinin (predecessor of the Supreme Court of Japan), and the following year, he handled the case for the Otsu Incident, in which the Russian crown prince was attacked by police assigned to guard him in Otsu, Shiga. In 1893, he assumed the position of chief of the Daishinin. Later, he became a member of the House of Peers and president of the Tokyo Bar Association. In his later years, Taizo devoted himself to reforming criminals.
