This material is the resolution adopted by the Combined Social and Colonization Section of the Imperial Economic Council and presented to Keigo Kiyoura, Chairman of the Council, "The Policy on Incentives for Overseas Emigration" with the same content was eventually presented from the Chairman to the Prime Minister on May 30, 1924.
