Trends in Japanese exclusion after the Manchuria Incident and measures to weaken the trends

In this report Ambassador Hayashi pointed out that after the Manchuria Incident, in addition to the actions of the Japanese military, the hygienic conditions of Japanese immigrants were also used as a pretext for Japanese exclusion.
