3-19 Meeting of Matsumoto with Whitney, Februay 22, 1946

 As a result of the first report to the Cabinet members on February 19, 1946, on the GHQ Draft and the negotiations with GHQ, Prime Minister Kijuro Shidehara met with MacArthur to confirm the final decision of GHQ on February 21. In the Cabinet meeting on the morning of the following day February 22, the Prime Minister reported on this meeting. In conference it was decided by general consent to use the GHQ Draft as a base and to draft a proposal that included the Japanese positions to as great an extent as possible. Minister of State Joji Matsumoto, Minister of Foreign Affairs Shigeru Yoshida and Jiro Shirasu of the Central Liaison Office went to GHQ to ascertain what parts of the GHQ Draft the Japanese government would be prohibited from changing by GHQ.

 The memorandum "Summary of Details of Interview" describing the interview was written by Matsumoto himself. The Alfred R. Hussey, Jr. document is the record of this interview made by GHQ. GHQ told Matsumoto and his group that while it was possible to change some phrasing, it was not acceptable to alter the basic principles, as the GHQ Draft was to be perpetuated in its entirety. Matsumoto returned to the official residence of the Prime Minister where he informed the Prime Minister about the meeting and began work on creating the Japanese draft according to the GHQ Draft.
