3-22 Publication of "Outline of a Draft for a Revised Constitution"

 The March 5th proposal was approved by GHQ and after minor rephrasing it was made public in an outline format. The work to create the outline was led by Toshio Irie the Vice Director General of the Bureau of Legislation. The outline was based on the English text of the March 5th proposal, and the Japanese version was written within that framework.

 On March 6, the Cabinet announced the "Outline of a Draft for a Revised Constitution" together with the Imperial Rescript and a speech by the Prime Minister. It was mimeographed and handed out to the press and other news agencies.

 The "Outline of a Draft for a Revised Constitution" was carried the following day in the newspapers along with MacArthur's statement of support for the new Constitution. The text (third draft) for this statement is included in Commander Alfred R. Hussey's papers. The people of Japan were surprised by this sudden announcement, as the contents of the draft were "radical" and completely unexpected, but it was for the most part well accepted.
