As there appears to be considerable discussion among politically-minded Japanese in regard to question of the revision of Japanese Constitution it is suggested that completion of the directive on this subject be expedited as much as possible. Meanwhile please telegraph outline of draft so that we may know direction which American government thought is taking in the matter.
