Confrontation deepened within the Japan Socialist Party over the proposed revision of the Japan-U.S. Security Treaty, prompting right-wing members of the party including NISHIO Suehiro to leave the party in October 1959 (Showa 34). On 24 January 1960 (Showa 35), NISHIO and his breakaway colleagues formed the Democratic Socialist Party, which NISHIO headed. Its party platform was drafted by a group of scholars who were advocating democratic socialism. The Democratic Socialist Party declared itself a people's party and pursued a gradual shift to socialism.
