Description

Graduated from the Faculty of Political Science & Economics of Waseda University in 1905. He studied in England from 1906 to 1909. After returning to Japan, he taught colonial policy and social policy as a professor at Waseda University and concurrently served as the editor-in-chief of the "Shin Nihon", a magazine presided by Shigenobu Okuma. He became a member of the House of Representatives in 1920 and joined the Kenseikai (Constitutional Association) to be instrumental in the enactment of the universal suffrage election law. He was consecutively elected eight times. During this period, he served as the chairman of Policy Research Council and secretary general of the Rikken Minsei-to(Constitutional Democratic Party), Minister of Overseas Affairs in the Saito Cabinet, and Minister of Communications in the first Konoe Cabinet and Abe Cabinet. He left the Rikken Minsei-to(Constitutional Democratic Party) in 1940 arguing for the immediate dissolution of the party. He served as the standing director of general affairs of the Taisei Yokusankai (Imperial Rule Assistance Association). He served also as the standing director of general affairs of Yokusan Seijikai(Imperial Rule Assistance Political Association).
