English scholar. SHIBATA Hoan’s adopted son. He studied at an English training school in Nagasaki in 1858 and later became head of the school. After the Meiji Restoration, he worked at the Ministry of Foreign Affairs. He created an English-Japanese dictionary, Eiwa jii, with KOYASU Shun in 1873.
