The work done by the Matsumoto Committee on the constitutional revision was carried out under the utmost secrecy, yet on February 1, 1946 the Mainichi Shimbun ran a sensational article headlined "Constitutional Problems Investigation Committee Draft Proposal." In actuality this was virtually the same as "Miyazawa's Draft A" which was considered comparatively liberal within the Matsumoto Committee. However, the Mainichi Shimbun was critical of it stating that "It is too conservative and maintains the status" other newspapers were also critical of the government and the Matsumoto Committee. The publication of this article in the Mainichi Shimbun was a turning point causing GHQ to give up on the Japanese government's independent efforts to revise the Constitution and to start its own work on drafting a Constitution.
