3-26 Negotiations with GHQ Regarding Partial Revision to the Draft of the New Constitution
After studying and setting straight the problems with the Outline of a Draft for a Revised Constitution, negotiations were carried out with GHQ regarding the minimum allowable alterations necessary. On April 2, 1946, Toshio Irie, Director General of the Bureau of Legislation, and Tatsuo Sato, Vice Director General of the Bureau of Legislation, went with Kato of the Central Liaison Office to pay a visit to Government Section. They met with Colonel Kades and Commander Hussey. Following that their meetings became frequent. On April 15, the constitutional reform proposal was submitted to GHQ, and because of a telephone call on April 18 from GHQ regarding discrepancies in the phrasing of the draft done in ordinary language, Sato and Kato went to give an explanation to GHQ where they met Colonel Kades and First Lieutenant Gordon, an interpreter. The Chief of Administration in the Central Liaison Office wrote-April 18, announcement of draft Constitution; April 19, meeting-in the report for the fifth meeting, which shows us how confused this period was.
