In preparation for the deliberations before the Privy Council and the Diet, the Bureau of Legislation put together materials to explain each of the articles in the Constitution and to respond to expected questions . The greater part of this material was completed by April, at which time the examination by the Privy Council started, but a few additions and changes were included based on debates at the Privy Council meetings. The explanation regarding the position of the Emperor, which later became known as the "Center of Adoration" issue, had already been prepared as part of these documents.
