Upholding his government's slogan, "tolerance and perseverance," the Cabinet of Prime Minister IKEDA Hayato proposed a plan to double people's income in a move that marked a shift in his policy goal from politics to the economy. In a keynote address he made following the reshuffle of the Cabinet in July 1961 (Showa 36), Prime Minister IKEDA pledged to maintain the economic growth policy, arrest prices rises, and correct the imbalance of Japan's international payments balance. The manuscript for IKEDA's keynote speech shows that many wordings were changed and refined by the unique economist TAKAHASHI Kamekichi, who also served as IKEDA's economic adviser.
