Services for visitors
1 Using materials in the closed stacks | Most of the materials in our library are stored in the closed stacks. Only official registered users can use materials in the closed stacks at the Tokyo Main Library and Kansai-kan. Although anyone can enter the Tokyo Main Library or Kansai-kan, they can only use materials on open shelves and user terminals. * You can enter the ILCL without any entry procedures. Remote Services
5 Remote photoduplication | You can apply for photocopies via NDL Search without visiting the library, only when you specify the part to be copied. You can also apply for photocopies by sending postal mail. For further information about remote photoduplication, see Remote photoduplication |

6 Article research service | Article research service is useful when you are unable to submit a request successfully for remote photoduplication services, because even though you know the title of the article or thesis you wish to copy, you don't know the issue of the periodical containing the article. 7 Digitized Contents Transmission Service for Individuals | The service is provided by the NDL as a means of making digitized versions of out-of-print or otherwise difficult-to-obtain materials available to the general public via the Internet from personal computers in the home. Registration Qualifications
- Anyone who is at least eighteen years of age is eligible to apply for user registration.
- You must present an identification document that verifies your name, address, and date of birth at the reception desk of the library or upload an image file of these documents to NDL Search.
- You must provide the address of your current residence. A workplace or school address is not acceptable.
Irrespective of whether you apply to be an official registered user or a simple registered user, you may only obtain one User ID. We cannot issue multiple User IDs to one patron.
If you are already an official registered user, you can use the library's services with your ID.
Please note that User IDs should only be used by the patron to whom it was issued.
Also, please do not use your institution's name when applying to be a Simple Registered User (individuals). Please visit the User Registration for Institutions webpage to apply using your institution's name.
Application Procedure
Application via NDL Search
You can apply via the NDL Search.
You must submit an identification document by uploading an image file (JPEG or PNG format) of your identification document, as listed in Identification Documents
- Enter your email address. You will be sent an email confirming receipt of your application request from the ndl.go.jp domain.
- The email includes a URL that can be accessed to complete your application for user registration (select "official registration"). Please access the URL within 24 hours.
- The message "Your application for official Registration has been accepted" is displayed when your application is accepted. Your user ID will be shown and be sent to you via email shortly thereafter.
While waiting for the verification process, you will be granted simple registered user status and may use Remote Photoduplication, article research services, interfacility requests for browsing (request only), and reservations for browsing (request only) via NDL Search. - You will receive a confirmation email once the verification process is completed and your status is upgraded automatically to official registered user.
- Verifying your application, it will take about 5 business days.

Application for Upgrading from Simple Registered User to Official Registered User via NDL Search
If you already have a simple registered user ID, you can upgrade your ID to official registered user. Just log in to NDL Search, select "official registration application" in the user information page, and upload image files (JPEG or PNG format) of one of your identification documents.
- Verifying your application, it will take about 5 business days.

Application by Visiting the NDL
You can apply for a new registration or upgrade from simple registered user to official registered user by visiting the Tokyo Main Library or Kansai-kan. You need to submit the following documents.
If you already have a simple registered user ID, please let us know your ID and your registered email address. Your ID will be promoted to official registered user.

Application by Postal Mail
You can apply for official registered user status or apply to upgrade your ID to official registered user by postal mail.
Please send the application form (PDF: 7KB), a copy of your identification document, and a self-addressed standard-size envelope (no postage necessary) by ordinary mail to the following address:

Registered User Cards and Registration Documents
The registered user card is common to the Tokyo Main Library, Kansai-kan and the International Library of Children's Literature.
Those Who Applied via NDL Search
A registered user card and certificate of user registration will not be issued.
When the application is accepted, your ID will be displayed and will be sent to your registered email address. You can use remote services such as remote photoduplication, article research service, interfacility request for browsing, and reservation for browsing (Kansai-kan only).
You will receive the card at the entrance counter at the Tokyo Main Library or Kansai-kan, when you visit and show us the certificate of user registration and identification documents.
Those who applied by visiting the Tokyo Main Library or Kansai-kan
After the application is accepted, you will receive certificate of user registration bearing your user ID and password and a registered user card on the spot. You can use it immediately.
Those who applied by postal mail
A registered user card will not be issued.
When the application is accepted, you will receive by mail a certificate of user registration bearing your user ID number and password. Once receiving the certificate of user registration, you can use remote services such as remote photoduplication, article research service, interfacility request for browsing, and reservation for browsing ( Kansai-kan only).
You will receive the card at the entrance counter at the Tokyo Main Library or Kansai-kan, when you visit and show us the certificate of user registration and identification documents.
Extension of Expiry Date
The validity of your registration will expire when three years have passed from the registration or the last update.
However, the expiration date is automatically updated every time the user does the following.
- Enters the Tokyo Main Library or Kansai-kan Library
- Enters the Researchers' Reading Room of the International Children's Literature
- Issues a new registered user card
- Applies for transfer from simple registered user to official registered user and the procedure is completed
- Updates information at the Tokyo Main Library or Kansai-kan, or by sending an application form via postal mail and the procedure is completed
- Logs on to NDL Search
- Uses the photoduplication service
To continue to enjoy our services for registered users even after expiration, you must apply for user registration again.
* The expiry date can be confirmed via the NDL Search front page. Enter your user ID and password and click on the "My Account" button.
* If you registered your email, you will be informed 90 days before your ID will expire.

Just log in to NDL Search, select "official registration application" on the user information page, and update your information following instructions.

Deleting Registration
Deleting Registration via NDL Search
You can delete your information via NDL Search if:
* There are no uncompleted requests.
* Your account has no restrictions on use.
* A period of time has passed after your requests have been completed (the period during which you can check your past request history)
If you apply to transfer from simple registration to official registration, and the application is not completed, you cannot delete your registration via NDL Search.
Enter your user ID and password, click on the "My Account" button and then follow the instructions.

You can reset your password via NDL Search. You will need your user ID and email address.

If You Forgot Your ID
If you forgot your ID, apply to have your ID resent by entering the following information in the Inquiry Form.
- Your name
- Date of birth
- Your registered email address
- Your registered address
If You Forgot Your Registered Email Address
If you forgot your registered email address, please contact the ILL Section of the Kansai-kan of the National Diet Library.
If you have a hearing, speech or other disability that makes it difficult for you to use the telephone, please select "Other", enter the details of your inquiry and send it to us using the Inquiry Form. When entering your inquiry, please state that you have difficulty using the telephone.
Identification Documents
The following identification documents are accepted for registration, updates, and deleting registration:
The identification document or the image file of the identification document must clearly show your full name, current residential address, and date of birth, and must not be expired.
- Individual Number Card (My Number Card);
* Scan only the front. Do not send or upload an image file of the back side showing your My Number. - Driver's license (bearing your current residential address);
* When using Japanese driver's license, please upload an image file of both the front and back. - Resident card (bearing your home address);
- Passport (bearing your home address);
- Special permanent resident certificate (bearing your home address);
- Student identification card (bearing your home address and date of birth);
- Copy of your resident registration card (issued within the past three months);
- Identification issued by a public authority or equivalent (bearing your home address and date of birth);
If your name, date of birth or home address are printed on the reverse, you need to show or upload that side as well.
However, if you copy your Individual Number Card (My Number Card), mask your Individual Number.
If these documents are not enough to prove your current residential address, you can present your electricity, water, gas or telephone bills or receipts (all issued within the last 3 months) with your name and address clearly written on them, which will be treated as proof of identity.
For example, you can present both your driver's license and your electricity bill showing your current residential address.
Please note that the following documents are not accepted:
Student identification card (not bearing your home address or date of birth); staff identification card; commuter pass; business card; senior pass; screenshots of identity documents on a website or smartphone application, etc.
